This code shall be liberally construed in favor of protecting the public interest in full disclosure of conflicts of interests and promoting high standards of ethical conduct for city government. However, the code shall be narrowly construed where it would limit or hinder an elected official’s right and duty to vote or otherwise participate in any issue before the elected body or in performing their duties.
