A. The city manager’s decision may be appealed to the city council by filing a notice of appeal to the city clerk and requesting the city manager to forward the written appeal and the city manager’s response to the council. The council shall conduct a de novo review of the issue appealed. The request to appeal to the city council must be submitted in writing to the city clerk within three (3) business days of the city manager’s decision. Any appeal not timely filed shall be rejected by the clerk and the appeal forever barred. Appeals to the city council will be heard at the date and time established by the city clerk, not less than twelve (12) calendar nor more than thirty-five (35) calendar days after receipt of the appeal. For good cause the city council may shorten or extend the hearing date. [Ord. 14-27 § 4.]
