Consistent with the rules for ballot counting set forth in BMC 7.60.020(D), ballots cast in a by-mail election shall be counted if:

A. The voter declaration on the ballot return envelope is complete as provided under BMC 7.75.050; and

B. The ballot is received in one (1) of the following ways:

1. The ballot return envelope is postmarked on or before the election day and received by the clerk on or before 6:00 p.m. two (2) calendar days following the election; or

2. The ballot return envelope is submitted to a voting center as provided in BMC 7.75.040. [Ord. 20-13 § 2, 2020.]
