Each and every provision of this code shall be applied, interpreted, and construed in such a manner to ensure that neither the city of Bethel, its employees, officials, contractors, or agents discriminate against or harass any person on the basis of race, color, religion (creed), gender, gender expression or identity, age, national origin (ancestry), disability, marital status, sexual orientation, military status, or political affiliation in any of the city’s activities, services, or operations.
