Regulations, orders or procedures governing the installation of water extensions shall be promulgated by the department, subject to approval of the council by resolution. All water extensions and repairs, modifications or disconnections thereof shall be made only on the terms and conditions set forth in the Uniform Plumbing Code (current edition) and such further regulations, orders or procedures as the council may approve.
