Customers to whom a water main is not available may have water delivered to their properties for discharge into holding tanks; provided, that the location, type of holding tank and access thereto are approved by the department. Quantity and frequency of delivery shall be determined by regulations or orders of the department and approved by the council, and the rate charged for such delivery shall be determined by the council by ordinance.
