Regulations, orders or procedures governing installation of customer service lines shall be promulgated by the department, subject to approval of the council by resolution. All customer service lines and repairs, modifications or disconnections thereof shall be made only on the terms and conditions set forth in the Uniform Plumbing Code (current edition) and such further regulations, orders, or procedures as the council may approve by resolution.
