Every person occupying or having charge or control of any residence, dwelling, commercial or industrial unit in the city who has need for the disposal of ashes or other residue from combustion, or vacuum cleaner dust or sweepings, shall place the ashes or residue, or vacuum cleaner dust or sweepings, in disposable containers or receptacles and such containers or receptacles shall be tightly closed.
