No person shall throw, place, scatter or deposit any garbage, rubbish or waste material in or upon any public alley, street, or highway, park or other public place, in the city, except as expressly authorized in this chapter; nor throw, place, scatter or deposit any garbage or rubbish or waste material upon or below the surface of any premises.
