The city of Bethel, in the exercise of its police power, assumes control and jurisdiction over all waters within its limits as now and hereafter constituted. The provisions of this title shall be construed to supplement federal laws and regulations, in cases of concurrent jurisdiction. [Ord. 17-11 § 2.]
