Any nets, gear, tanks, lines and other property which is deposited, stored, or otherwise placed on any of the small boat harbor facilities or other port facilities without a permit for a period of twenty-four (24) hours is declared to be abandoned and a public nuisance and may be impounded, removed, sold or otherwise disposed of in the manner provided for in Chapter 14.10 BMC.
