The comprehensive plan is a guide for the systematic and organized physical, social and economic development, both public and private, of the city and serves as a long-range policy guide for the development of the city as a whole. The comprehensive plan shall be implemented through the application of existing and the adoption and application of future land use regulations, including zoning, platting, site development and other land use and related regulations.
