If an entire subdivision has received preliminary plat approval, the subdivider may, upon written approval of the planning commission, submit a final plat for a portion of the subdivision. Such partial plat and all subsequent plats for the remainder of the subdivision shall conform to the approved preliminary plat. The phasing and scheduling of such partial platting shall be specified in the planning commission’s written approval. The last final plat must be submitted not later than twenty-four (24) months from the date of the preliminary plat approval. All subdivision improvements necessary for a phase to be complete and for the improvements to function fully shall be completed or guaranteed prior to approval of the final plat for that phase.
