Blocks shall be designed to minimize the effect of development on the environment. Environmental factors may be considered as justification by the platting authority for variation from any of the standards in BMC 17.24.130 and 17.24.140 but may not reduce a standard below that required for zoning district in which the property lies, nor may it be reduced to the extent that a zoning variance would be required to permit a reasonable use of the property.
