Employment for all employees excluded from the collective bargaining unit is at will. The city manager may take disciplinary action when they believe that an employee has not adhered to the city’s standards, rules or policies, or that performance requires improvement or is unsatisfactory. Such action may include oral reprimand, written reprimand, suspension with pay, suspension without pay, demotion, or discharge. The city manager may apply the discipline they consider appropriate under all of the facts and circumstances, up to and including immediate termination without prior corrective action or notice.
