A. The city clerk, in accordance with the provisions of this title, shall administer all city elections and shall determine whether candidates for municipal office are qualified in accordance with this title.

B. The clerk shall comply with the federal Voting Rights Act, 42 U.S.C. Sections 1973 through 1973aa-6 as amended, and applicable regulations, and timely submit a preclearance request to preclear any change affecting voting, including setting a date for a special election prior to holding the election.
