If the clerk certifies that an initiative or referendum petition is insufficient, a signer of the petition may file a protest with the mayor within seven (7) days after the certification. The mayor shall present the protest at the next regular meeting of the city council. The city council shall hear and decide the protest. [Ord. 11-13 § 2.]
