To the extent that the minimum standards and requirements of the provisions of this chapter fail to meet the applicable minimum standards or requirements of 44 CFR Parts 59 and 60 and such other standards or requirements as must be met for federal flood insurance to be sold and renewed within the city, the minimum standards and requirements of the federal regulations shall apply.
