At all meetings of the council, four (4) members shall constitute a quorum for the transaction of business. Councilmembers who are present but disqualified from voting on a matter are present for purposes of determining a quorum. In the absence of a quorum, a majority of the councilmembers present may recess or adjourn the meeting to a later date. At least four (4) affirmative votes are required to approve any action of the council except when the council acts in a quasi-judicial capacity. [Ord. 21-61 § 2, 2022; Ord. 97-29 § 2.
