The mayor shall be the presiding officer at council meetings. In the absence of the mayor from the meeting, the vice mayor shall preside. If neither the mayor nor vice mayor is present, the members present shall elect one (1) of the remaining members as mayor pro tempore. In such event the mayor pro tempore shall preside at such council meeting and otherwise perform the duties of mayor during the period the mayor and vice mayor are absent.
