The city shall provide for the collection and disposal of rubbish, waste material and garbage from all residence, dwelling, commercial and industrial units in the city. Such provision may be made either by letting a contract for such collection and removal, or otherwise. The public works department of the city and/or the contractor shall have charge and supervision of such collection and removal, and shall prescribe established routes and days for collection and removal of rubbish, waste material and garbage from residence, dwelling, commercial and industrial units so as to conform with the provisions of any section of this chapter, and may change the same from time to time. When such routes or days of collection are established or changed, they shall give notice thereof in such manner as they deem best. [Prior code § 11.08.150(1).]
